Abstract

This paper will discuss the development and role of the Convention’s Clearing-House Mechanism (CHM), its synergies with the Biosafety Clearing-House (BCH), and its support for bioinformatic initiatives in light of the Convention’s programme areas and cross-cutting issues. Within this context, the paper will also examine the significance of bioinformatics in assisting Parties to implement obligations under the Convention and the role of the CHM in facilitating activities by Parties and Governments to exploit the benefits arising from the evolving bioinformatics global infrastructure.

Author Biography

  • Marcos R. Silva, Secretariat of the Convention on Biological Diversity
    Dr. Marcos Silva is the Program Officer for the Clearing-House Mechanism, Secretariat of the Convention on Biological Diversity. Dr. Silva joined the Secretariat in October 2000. He previously held the position of Programme Manager for the North American Biodiversity Information Network, NAFTA Commission for Environmental Cooperation. He has much experience in the development of global networks and as an educator and data librarian, with a special interest in using technology to bridge geographic and cultural gaps. Prior to joining the Secretariat, Dr. Silva was an Adjunct Professor with the Faculty of Education and Head of Computer Services for the Humanities and Social Sciences Libraries at McGill University. He holds a Ph.D. in applied cognitive science.
